Bitcoin's Quantum Plan Is a Governance Story

What changed: BIP 360 entered the formal Bitcoin proposal archive with a new output design that removes a quantum-vulnerable key-path spend and offers users an optional preparation route. The proposal describes long-exposure and short-exposure attacks without claiming that a cryptographically relevant quantum computer is imminent. NIST, meanwhile, continues standardizing post-quantum signatures and urging migration planning across digital systems. The story is a concrete design entering public review, not a countdown to broken Bitcoin or proof that activation is near.

Who bears risk: users with exposed public keys may face a different threat profile from users whose keys remain hidden, while wallet makers and exchanges would need to support new addresses and migration flows. Node operators and the wider economic network ultimately decide whether a consensus change is accepted. Lost or inactive coins create a hard distribution question if future policy freezes, delays, or permits quantum recovery. Premature alarm can also cause harmful transfers, scams, or rushed standards choices before the technical and governance work is ready.

What remains open: the proposal has not won network consensus, wallet migration plans are incomplete, and no shared policy exists for old vulnerable outputs. Performance, address size, interoperability, and activation design require more testing. NIST's own candidate process shows why new cryptography needs extended review. BLAKE should maintain a status ledger that distinguishes proposal publication, technical review, implementation, wallet support, activation discussion, and adoption. It should never infer a quantum date from company announcements or present protective transfers as financial advice.
